Mumbai: The Maharashtra Pradesh Congress Committee (MPCC) has alleged a Rs 394.4 crore scam in the construction of community toilet blocks by the BMC.
MPCC Claims Zero Project Completion Despite March & Sept 2024 Deadlines
Spokesperson for MPCC Rakesh Shetty said as per tender conditions 25 out of 28 toilet blocks in group nos. 1-4, 6-8, 10-16 and 19-27 were to be completed by March, 2025 and three projects in group nos. 5,9 and 28 had a September 2024 deadline. But not a single project has been completed till June, 2025. This was a violation of contractual obligations.

The total estimated cost of all 28 tenders was about 394.4 cr and this has been disbursed to contractors without commensurate progress. "The absence of physical progress despite massive spending strongly indicates embezzlement, collusion and a premeditated scam," Shetty alleged.
MPCC Threatens Bombay HC Petition if No Action Within 15 Days
He demanded the registration of criminal cases against the contractors and officials concerned. He said the MPCC will be compelled to move the Bombay high court if action was not taken within 15 days.
BMC Engaged 28 Contractors & NGOs for 559 Toilet Blocks With 14,166 Seats in Slums
The BMC said 28 contractors were appointed along with NGOs for the construction of 559 community toilet blocks with a total of 14,166 toilet seats in slums.

It said work on 68 toilet blocks with 1,200 seats was complete and the process of handing over to the community was in progress. Work on 62 toilet blocks was "fast progressing." Work on 429 toilet blocks has been handed over to respective ward offices. It said so far only Rs 60.32 crore has been disbursed to contractors.
