A majority of wet lease employees working under the Brihanmumbai Electric Supply and Transport (BEST) undertaking have voted in favor of initiating a strike to protest persistent pay disparities.
Pay Disparity Sparks Widespread Anger
These wet lease workers employed by private contractors but performing the same duties as regular BEST staff have long voiced concerns over unequal pay and limited benefits. Despite doing identical work, they earn significantly less and lack access to several entitlements available to permanent employees.
To gauge worker sentiment, the union conducted a structured, three-phase voting process across BEST depots. Phase 1 was held on Tuesday, July 8; Phase 2 on Monday, July 22; and the final phase on Sunday, July 27, 2025.
Overwhelming Mandate in Favor of Strike
Out of 5,998 eligible voters, 5,051 participated a turnout of nearly 84%, reflecting widespread frustration. Of those who voted, a staggering 4,986 workers (over 98%) supported the strike call.
Strike Decision Expected on August 7
Shashank Rao, General Secretary of the workers’ union, stated the final decision to proceed with the strike will be made during a union meeting scheduled for Thursday, August 7, 2025. "This vote is not just about wages—it's a demand for justice. These workers are simply asking for equal pay for equal work," he stated in a written note issued on Friday.

A strike by these employees could severely disrupt Mumbai’s public transportation network. Over 80% of BEST buses are operated through wet lease contracts, meaning the city is heavily reliant on this workforce. If the strike proceeds, it may paralyse bus services and affect millions of daily commuters.
Union Calls for Urgent Action
Union leaders have urged BEST management and city authorities to address the issue urgently, warning that continued inaction will only deepen resentment and increase the likelihood of a full-blown strike.
